STUDENT PROTECTION SCHEME – NTUC INCOME Student Tuition Fee Insurance

What is the NTUC INCOME Student Tuition Fee Insurance?

Introduction
As part of the Student Protection Scheme [established] by CASE and NTUC Income Insurance Cooperative Limited (“NTUC Income”), NTUC Income offers insurance protection to students who study in Singapore in selected private schools or Private Education Organisations (PEO).

Benefits
Our insurance protects the insured student against the following events:

  1. Loss of tuition fees paid in advance by the insured student to the PEO and not refunded, if the student cannot start or complete his course as a result of the PEO becoming insolvent or being required by the Singapore authorities to stop operations.
  2. PEO’s failures to pay sum awarded by Singapore courts to the insured student, where such award relates to a dispute between the PEO and insured student on tuition fees paid by the insured student to the PEO.
  3. Complimentary S$10,000 benefit covering the insured student’s accidental death or total permanent disability by accident.

Limits of Liability
The amounts payable to an insured student are subject to maximum limits which are specified in his Certificate of Student Insurance.

Period of Insurance
The period of insurance will at least cover the entire duration of the course enrolled by the insured student. In certain cases, this period may begin before the course commencement date, upon approval by NTUC Income of PEO’s application for insurance.

Certificate of Student Insurance
A personal Certificate of Student Insurance will be issued to each insured student to confirm that his/her insurance cover is in place.

Claim
The insured student needs to produce his/her Certificate of Student Insurance and official course fees receipts when submitting a claim under the insurance. NTUC Income will notify all insured students of the relevant claims procedures to be followed.

To apply for the Insurance

1. Insurance Application Form for PEO
Interested PEOs are required to complete the Application Form and attach all necessary supporting documents, including counter indemnity letters, for underwriting consideration by NTUC Income. Besides using the documents submitted to underwrite the PEO, NTUC Income may also engage external credit risk assessment services to assist in expediting the PEO’s application. The cost of these services will be borne by the PEO applicant.

2. Approval or Decline Letter
Once NTUC Income makes a decision on a PEO’s application, NTUC Income will either issue to the PEO an insurance approval letter (for successful applicants) stating the maximum insurance limit or a decline letter (for unsuccessful applicants). Those PEOs declined will have to consider althernative options.

To apply for tuition fees insurance for individual students

1. Online application for tuition fees insurance
Using a login ID and password issued by NTUC Income, successful PEO applicants may then start applying for insurance for their students using NTUC Income’s website. Once NTUC Income has approved a particular student for coverage under the insurance, the PEO will be notified by email of such approval and also the premium amount payable by the PEO for such approved student.

2. Insurance Premium
The premium is calculated based on the course fees payable. We apply a low premium rate of 0.09% per month multiplied by the courses duration in months, and such premium rate is capped at 1.8% regardless of the duration of the course.

So the premium payable for a 21 months course will be:

With the 1.8% cap on premium rate
Full course fees x 1.8% + 7%GST

Without the 1.8% cap on premium rate
Full Tuition fees x (0.09% x 18 months) = Full tuition fees x 1.62%

Premium payments must be made before the insurance documents are issued to the PEO. Premium rates are subjects to change without notice from time to time at the discretion of NTUC Income based on the claims and loss experience under this scheme.

Insurance arrangement available through approved PEOs

Students who wish to apply for this insurance can only do so through their respective PEOs who must be approved by NTUC Income to be covered under this insurance arrangement.

PEOs are approved by NTUC Income based on their financial state of health and subject to certain financial underwriting conditions. NTUC Income’s approval of any PEO does not constitute NTUC Income’s endorsement or accreditation of the PEO’s educational standards or quality of curriculum or otherwise. Students should select a suitable PEO and course of study, based on their own educational, financial and other requirements.
